dubai sports city executives today announced delivery of the first villas of the victory heights luxury development, which consists of 964 townhouses and villas. the els club, a championship golf course designed by the three-time major winner from south africa, ernie els, which forms the centrepiece of the victory heights community, was opened in april 2008.
